This legislation supports our efforts to double funding for basic research in physical sciences. This legislation authorizes most of the education programs I called for in the initiative I laid out at the State of the Union. The President and Mrs. Bush hosted President Karzai for his first visit to Camp David. President Bush also signed legislation funding repairs and reconstruction of the I-35 bridge in Minneapolis. &quot;We're working closely together to help the people of Afghanistan prosper. We work together to give the people of Afghanistan a chance to raise their children in a hopeful world.   <description>President Bush signed the Implementing Recommendations of the 9/11 Commission Act of 2007. He then traveled to the J. Edgar Hoover FBI Building, where he received briefings on counterterrorism and homeland security. During his visit, he discussed the Federal government's responsibility to protect the American people, his homeland security and counterterrorism teams' efforts with thousands of men and women in the Federal government to improve our security, and the FBI's efforts to track known and suspected terrorists.

The President also discussed the importance of modernizing the Foreign Intelligence Surveillance Act (FISA). FISA provides a critical legal foundation that allows our intelligence community to monitor terrorist communications while protecting the civil liberties of Americans. But this important law was written in 1978, and FISA has not kept up with new technological developments. Congress needs to act immediately to pass legislation modernizing FISA, so that our national security professionals can close intelligence gaps and provide critical warning time for our country.</description>

  <description>President Bush hosted British Prime Minister Gordon Brown for his second day at Camp David. This was Prime Minister Brown's first visit to the United States as Prime Minister. The President continued consultations with the Prime Minister on a broad range of shared goals, including progress in Iraq and Afghanistan, preventing Iran from obtaining the means to build nuclear weapons, ending the genocide in Darfur, and protecting our homelands from the threat posed by terrorists. The two leaders participated in a joint press availability following their meeting at Camp David. Upon returning to the White House, the President also met with the 2007 March of Dimes National Ambassador.</description>

Established in 1999 as a bun packaging center and storage facility, the Nashville Bun Company has used the President's tax relief to help them invest in new equipment, expand, and hire more employees. The President later made remarks on the budget, and discussed his agenda to keep our economy growing, keep taxes low, and balance the budget in the next five years.

Instead of encouraging people to drop private coverage for government programs, the President believes we should work to make basic private health insurance affordable for all Americans. The best way to do this is by reforming the tax code to level the playing field so those who buy health insurance on their own get the same tax advantage as those who get health insurance through their jobs.

&quot;I'm proud to be with small business owners. I understand the role of small businesses in our society. We have worked to reduce taxes on small businesses because we want you to grow. Small businesses are growing. People are working. Stock market is up. Inflation is down. And we're going to keep it that way. One way you keep it that way is to have good health care policy emanating out of Washington, and another is to keep taxes low. And that's what we're going to do.&quot;</description>
